This paper was presented at the International Islamic University (IIUM) during a conference on 'Maqasid al-Shar'iah and its Realisation in Contemporary Societies' held at IIUM from 8-10 August 2006. It discusses the challenges of societal development in the world through the lens of the higher objectives of the Sharia.
